Service Purchases & Contracting ProcessesIn its perimeter, the Job holder manageService Purchases & Contracting processesactivities linked to TAS services both for Expats and Local requirements. The job holder managesContract establishment processes.ManageC&P Contract activitiesin cooperation with the Partner entities.Ensure the well application ofTE internal C&P and UCPP proceduresand associated processes, the local constraints, and the eventual « synergy » action plans defined by the Affiliate.ManageContracts processwith his/her team: receive requests or scope from requesting entities, organize call for tender, evaluate offers along with requesting entities, lead negotiations and supervise establishment ofC&P administrative & contractual documents.Define, adopt and monitor adaptedgovernance and strategies(by TGP categories, etc.).Validate / ensure validation of all thecontractual documents & formal lettersissued by contracts and purchasing entity.Organize and managecontracts committee presentationspreparation.Lead the drive oncost optimization and reductionthrough usage of market intelligence information, suppliers’ qualifications & evaluations, cost models, target prices, etc.Participate/leadcomplex negotiationsduring award/management stages of Contracts / Service purchase Orders.Ensure the respect ofinternal and external thresholds of validationsfor Strategy, RTA and internal and external engagements (DOA).Contract management after signature(potential claims follow-up, extension, renewal strategy implementation, budget consumption monitoring, SRM with Suppliers).EnsureSAP PO/SO timely Creation.Development ofLocal and International Suppliers Panel.Preparing and maintainingContractual Templatesadapted as per applicable local terms and conditions.Ensureauditable electronic and physical archivingas per internal C&P as well as UCPP requirements.Define and monitorKPIsto ensure improvement of efficiencies.2. Duet/Triplet ManagementThe job holder supportsDuet/Triplet Management.Ensure organization ofDuet/Triplet meetingswith partner entities and technical managers.Assist the Technical entities for allcontractual activities.Participate in anticipation of the needs of Technical entities through the creation of theprocurement planning.LeadingMaster Procurement Plan (MPP)preparation and update with contribution of Partner Entities.3. Team ManagementThe job holder hasTeam Management responsibility.Coordinate theworkloadwithin his/her team.Ensurecompetencies managementof his/her team for the realization of Contracts and all activities related to C&P activities.Participate in thejob specification, competence assessment & recruitment processesfor personnel.Ensure the communication ofgood practices and lessons learnedon C&P matters.4. Compliance ManagementThe Job holder managesCompliance of the product line activities.Verify thatcompany’s Contractual / Purchasing Policies / applicable lawsare adhered to, especially related to ethic & transparency.Ensure the application and respect of the procedures in thetender process.Ensure the application ofTerms and Conditions, especially for complex, high value, high risk services.5.
